Quick Answer: Cumin on its own has a much stronger flavor than fennel, so it would be difficult to make a 1 to 1 replacement of cumin to fennel. We recommend using cumin seeds to replace fennel (they have a much more mild flavor) or by using half cumin and half celery seed.
